Mr. William CHOW is Deputy Chief Executive Officer of China Life Franklin Asset Management Co., Ltd. (“CLFAMC”). He oversees the overall infrastructure of the firm, covering product development, information technology, operations, risk and control, as well as middle-office coordination. He assumes a leadership role in devising corporate strategy, and manages the firm’s business and corporate affairs. He leads the Group’s efforts in providing best-in-class asset management services to top-tier institutional investors and distributors around the world. He is also Chairman of the Risk Management Committee and a key member of the CEO office and Investment Committee. Before joining CLFAMC, Mr. CHOW gained his extensive expertise in asset management, ETF portfolio management and solid track record in product development and strategy through his experience with Value Partners Group (2010-17), Blackrock North Asia Limited (2008-10), State Street Global Advisors Asia Limited (SSgA) (2004-08) and UBS AG (2000-04). At Value Partners Group -one of Asia’s Leading Asset Managers and the first asset management firm listed on The Hong Kong Stock Exchange,Mr CHOW was Group Managing Director, leading the exchange-traded funds (ETFs) business and Investor Relations. He was also a member of Value Partners Group’s executive committee, responsible for overall corporate management and business strategy. At Blackrock, Mr. CHOW was a Senior Portfolio Manager for iShares ETFs. He was the Lead Portfolio Manager of iShares FTSE A50 China Index ETF,one of the largest ETFs in Asia. At SSgA, Mr. CHOW was a Portfolio Manager, responsible for various institutional equity indices, asset allocation and currency hedging strategies. Tracker Fund of Hong Kong was among the ETFs that he managed. Mr. CHOW served as convener of the ETF Working Group under Financial Services Development Council – New Business Committee, and published “Strengthening Hong Kong as a Capital Formation Centre for Exchange Traded Funds” in October 2015. He also served as a member of the Customer Advisory Board of Thomson Reuters, Financial and Treasury Services Committee of the Hong Kong General Chamber of Commerce, as well as the ETF Working Group of HKEx. Mr. CHOW holds a Master’s degree in Science in Operational Research from the London School of Economics and Political Science (UK). He also obtained a Bachelor’s degree in Engineering (Hons) in Civil Engineering from the University College London (UK).
